TIRANA - Mission “Alba” took its second step in Albania. Yesterday too, the airlift connecting Albania with Italian ports continued. Italian military aircraft transported basic materials and personnel to Rinas, in the center that is to prepare what, in military language, is called the “operations room,” which will serve for the day of the landing that will complete the deployment of international “Alba” troops in Albania.
Yesterday the Italian military also spoke to the press about their first plans in Albanian territory. “No visible problems, except for the shooting heard at night from time to time, and contacts with the local population have been very good,” they said. Also yesterday, two Spanish warships approached Albania and are expected to dock this morning in Rinas. The two ships will await orders to set sail in the coming days for Durrës.
A large crowd of people, admirers of the monarchy, had taken the road to the airport yesterday. In Tirana, along Legalitetit Road, which in the morning, near the “Europapark” hotel, until 11:00, Durollari and the other party members still had not come out, while the hotel guards—since, oddly, there was no place—were not letting citizens enter inside. Numerous cars had gathered and the decorations had begun. Almost on all the windows of cars or vans there were posters showing Leka Zogu against the background of the Albanian flag. There are several black “Mercedes” with official plates that come in the first row to take the road to Rinas. The airplane’s descent marks the climax. People move closer. They climb onto the railings. They cheer. Those who had been near Leka Zogu and had seen him get off the plane came running to announce: “He got off. He came. I saw him myself.” A “Mercedes” car breaks away and drives inside. It approaches the building where Leka is, surrounded by his people and journalists. “I will contribute to peace. I will help the authorities with reconciliation,” are the few words that escape him. He gets into the car. He sits in the back seat together with Mulosmani, his court minister.

TIRANA - The European Parliament has adopted a joint motion for a resolution on the recent events in Albania. In this document, the institution first expresses concern over the situation of insecurity in Albania and the economic difficulties of the people. As far as the opinion of the European Parliament is concerned, it has adopted a 15-point motion which, among other things, strongly condemns the continued violence by armed groups against ordinary peaceful citizens and calls on them to surrender their weapons and respect law and order. At the same time, the document welcomes and supports the joint efforts of all democratic political forces in Albania to restore order. The European Parliament hopes that the conditions will be suitably created for the democratic and economic reconstruction of Albania and urges the Commission and the Council, as well as other international institutions, to make their necessary contribution to this process, giving priority to cooperation with non-governmental organizations active in this field. The European motion also supports the efforts of the Government of National Reconciliation to establish stability in the country and prepare Albania for free and fair elections, and for this reason urges the Council to prepare for the organization of democratic elections in Albania, taking into account the need to be present not only on voting day but also to closely follow the election campaign. The European Parliament clearly endorses the role of SHIK and calls on the Albanian authorities to depoliticize the police. It also urges the Council of Europe to pay special attention to the establishment of independent media, the consolidation of democratic institutions, and a free judicial system.

ELBASAN - The patients of the psychiatric hospital in Elbasan are asking for food. The alarm signal is given by the director of this hospital, who told the press that there are food reserves in the warehouses for only five days. Another 300 patients have so far also lived thanks to the help of the Elbasan Chamber of Commerce and the local Red Cross. The necessary medicines continue to meet the institution’s needs, which during the unrest fell victim to destructive thefts.
Armed men entered the premises of the psychiatric hospital and took around 20 patients, convicted “for various crimes,” but who had been hospitalized by Albanian courts as responsible for their actions. A few days later, 11 of them appeared again at the hospital to continue treatment. But now the danger to the other hospitalized patients comes from hunger. From the warehouses of this hospital, almost all the food reserves have been stolen, which according to the hospital director amount to as much as two million lek. Considerable quantities of medicines, detergents and other items have been stolen, calling into question the possibility of ensuring proper conditions for the sick. Director Robert Berdufi says that their reserves are now sufficient for only five days. According to him, once some of the accused leave until a relative normalization, overall the Trade Commission of Elbasan and the local Red Cross. Although work in the country is over, the hospital must remain in operation. There can be no difficulties, and despite the unrest it has continued normally, guaranteeing all necessary care for the sick.

- An American has become a parent to 65 Albanian orphaned children. He feeds them and, with weapons, protects their peace and quiet. The American did not accept the request of his country’s embassy to send all American citizens away from Albania during the days of unrest and, with admirable dedication, perhaps saved the lives of most of those unfortunate children. Mark Nuberg came to Albania years ago to serve in the aid effort in Uji i Ftohtë. He is responsible for around 65 children of different ages - including newborns and disabled children - whom he serves together with a small local staff. Nuberg shelters them in the orphanage’s food warehouse, which had been completely robbed by looters and was located in the city center. The value of the damage is estimated at up to 50 thousand dollars. But it was moved, even if only temporarily, by aid donated from Italy. Archbishop Anastas has also recently visited Vlorë and has given a number of gifts to the children. Nuberg says that he feels terrified now, and states that he himself has also been armed in order to protect the orphans, which is why he did not allow himself to leave Albania.

TIRANA - The curfew imposed in Albania because of the state of emergency is being shortened again. A decision yesterday by Interior Minister Belul Çelo announced that people’s movement, starting today, may begin at 6:00 in the morning and no longer at 7:00. Meanwhile, there is no change regarding the evening time. It will continue to remain at 20:00.
This is the second change made to the curfew since the state of emergency came into force; the first change was made almost 10 days ago, when the evening time was moved from 18:00 to 20:00 and the morning time was brought forward to 7:00.
